DLS advises its member libraries to review CIPA rules/guidelines from the Federal Communications Commission and Institute of Museum and Library Services before making decisions about filtering.
The FCC order was released on July 24, 2003 and requires that "libraries receiving e-rate discounts for Internet access or internal connections shall have one year from July 1, 2003, which is the start of Funding Year 2003, to come into compliance with the filtering requirements of CIPA."
The IMLS guidelines apply to libraries using LSTA funds to purchase computers to access the Internet or to pay for the direct costs associated with accessing the Internet.
